Is it ok for a neighbor to mess with a abandoned cemetery?
No he is not digging up the bodies.. But he has built a tree fort for his kids above some of the graves..cutting trees.. and leaving garbage behind. nobody knows much about the land I'm told that it was freed blacks cemetery. Some tombstones are unreadable you can see lots of grave markers under leafs. one stone reads 1842-1914..these graves are in semi thick woods. What do you do about this? I feel he is being disrespectful to the dead.
Start off by contacting your state's historical preservation society. It's possible that your county might have a historical preservation society too.
The history of the graveyard needs to be researched, ownership issues resolved, and arrangements to maintain it (volunteer network) setup.
The guy who built the tree house has no business on the property.
